What do I need to run a program through a GUI or console program?

I have been programming in C++ for almost three years now but all I’ve done is simply output to the default stream. I think it’s time I do something more involved so I’m trying to figure out what is needed.

My friend ran across this image and it basically shows what I’d like to make. I know that this one is a bot, but I’d like to design a window similar to that to run my program through. Mostly I’m after the tab feature and other designs aspects but that it.

Any help would be appreciated since I’ve never done anything like this before. Suggestions for programs needed, tutorials, or even a site where I can ask more questions about this would help me a lot. Thanks.

When I’ve made gui’s in C++, I used the Qt package. It’s very easy to use, and there’s a lot of information on it online. I used it by ssh-ing onto school computers, though, so I didn’t have to deal with downloading and installing it, which might be kind of a pain…give it a shot, though.
