my boss does the same.
my personal opinion is that he only took the job so he could have some sort of power, and that he was bullied as a child so he is ‘getting revenge’ now.

Sounds like self esteem issue , or it might something cultural (if he’s from another culture). It’s really hard confronting them about it.
