It could also mean they lack the confidence to look you in the eye when you are talking to them. The lips are an acceptable focal point that doesn’t convey disrespect(like looking around at other stuff would). Also some people’s eyes are naturally drawn to where the sound is coming from.
That being said if they are _really_ staring and not just focusing on that area, they probably want to kiss.

Well if its not having a good look to see if you’ve had a collagen , Id say the person is hard of hearing, or is it you thats looking at lips ? not sure who yu mean, if its you staring at lips, then maybe your going deaf, or envious of someone else’s collegen : D
