I feel sure this question has been answered before. The answer is yes, they grow back, like all hair, unless you suffer from something like Alopecia.
If you don’t pull or rub them out, they ought to keep growing back, a process which takes several months. In general, traumatizing follicles won’t destroy them, but they can thin somewhat over time of you keep messing with them. If you can’t stop yourself from doing these things, you may want to consult someone for medical or behavior-modification therapy.
