One of the best things to do is try and find the celebrity’s publicist or agent information. These individuals will handle most inquiries for celebrities to appear.

Also there are some foundations that specialize in these kinds of services, that can help in ‘lobbying’ for you by coordinating with the appropriate celebrity’s agent/publicist for these kinds of events:
