When Kessler’s teleporting around, he’ll eventually shoot energy blasts at you. After two or three of these, he will hunch over and hold still. At this point, unleash everything you have in the form of Megawatt Hammers. These do the most damage to him (although you can use the plain lightning bolt attack). Use the live wires hanging around to recharge. He’ll eventually summon three drones to help him out. Ignore them and focus on him. When he slumps over, move forward as you shoot a few hammers, so you don’t have to worry about the drones tossing grenades at you.

You’ll eventually get a similar situation like the boss fight against Sasha, when you have to tap X and direct you Cole to move his hand. Do this correctly and you’ll have beaten him.
