why does a ATX motherboard need more power than a microATX?

like: i know it’s a smaller form factor but lets say you have 2 mobo’s, ones a micro and ones a full.
they both run pentium 4 cpus, they both have 256mb of ram, and they both have AGP slots for video cards.
why does the full need extra power? why does the full have an extra 12v plug commning off the power supply?
