How can i improve my english?

I am 23 years old,Chinese boy. I want make friends with other english speakers but because my english is not good , it seems no one wants to talk with me,what can i do?

If you speak as well as you write then you should be able to have language exchanges. There are lots of free online sites that set up exchanges(google: language exchange chinese english), I would start there - if your too shy about meeting in person you could do an exchange through email or skype. If you do meet in person, make sure to meet in a public place such as a coffee shop, also let them know not to be shy about correcting your errors; bring a notebook to write down your common mistakes. In exchange you could help the other person with writing chinese characters or pronunciation. Also news clips tend to be in a more or less generic English and short, the nytimes.com has some good clips online: notice words and sounds you have a hard time with and repeat them with the presenter.
