Why is car insurance so expensive?

I just passed my test and i have been quoting for insurance as my uncle is going to sell me his old car, its worth £400 and i have been quoted between £3,000 and £35,000 for a year’s insurance (Im not joking thirty five thousand) why does it cost more to insure the car than it is to buy?
