Look in your contract and the price you agreed upon. It should all be in the contract. It’s not automatic unless you stipulate it in the contract. Read the contract.

I’m guessing you haaven’t signed yet… In an apartment complex they usually pay for the water. If you are renting a house you will be expected to put up the deposit and have electric, gas, water, phone, etc… put in your name. If you are renting a room by the week you pay for nothing.
