We rent an older house, another tenant told us that

the landlord was told to update the wiring and give us access to the fuses which are located in the basement. When we use two air conditioners the fuse blows (the whole apartment is connected to one fuse), i was wondering should the whole house be updated to breakers? Would this solve the problem? Would anyone know the code for Stonington, CT?

I would talk to the landlord first before you go and make waves looking for codes or anything like that. Don’t make trouble for your landlord or he might not take it to kindly and might even ask you to move before you want to and once you’re out he will get those breakers fixed to code. Talk to him and tell him the problem first. Be nice! Nice will get you farther than rude and threatening.
