If you right click on a file do you see the option “send to E:/ for burning to CD” or something along those lines?

mine wont either, its because i need to purchase “Nero Cd Burning Software” - its what the computers at my school have, and my lappy doesnt have it, hence why i cant burn cds.

No, you can use the windows, and there are plenty of others, it also depends on what you want to copy.

you probably are missing either the hardware (the drive capable of burning) or the software (the program that tells it what to burn). free software can easily be found (legit even - http://www.burn4free.com for instance), hardware however, is harder. if you need tech help for hardware, find someone in real life.
