Seventeen Magazine Subscribers - HELP!

Ok, which issue (somewhere around 2008-2009) has instructions about how to make your own T-shirt bag?! I wanna do this, but I don’t know which issue to look at. Please help me, if you have the magazines with you or anything (since I do not) I figure this will be a good project to do in the remaining days of summer, cuz there’s always “I want this” blah blah blah in my family, and why not create something instead, for cheaper or free? Anyways, help is appreciated greatly (:
