Well, try opening up an end a little bit using a fork, and see if it is cooked enough. If you want it more tender, keep cooking it on low and the meat will become looser. If it never quite gets as soft as you want, shredding the meat can give it a less tough texture.

I opened it up it is definitely done but i want it much more tender than this and it has already been in for 9 hours. I also wanted some gravy but i think i put too much water in the pot roast because it made more of a beef broth than grease drippings. is there anyway to make gravy from this?

Since grease has a higher boiling point than water, you may be able to bring the “stew” to a low boil and evaporate off some of the water, though this could take some time. As for the roast, the only thing I might suggest is adding a bit of wine in with it, but it sounds like you may have cooked it on high for a bit too long. If it is salvageable, the wine can partially break down the roast and make it more tender. These things happen sometimes. :-)

thanks again….I have learned a valuable lesson here…if ever an internet recipe tells you it is possible to cook a decent pot roast on high that recipe would be wrong.
