What to wear this dress with?

(Pictures included)?
Hi! Last week I purchased this vintage betsey johnson dress. I think I’m going to wear it tomorrow night for my anniversary with my boyfriend. So, what should I pair it with? Necklace? Shoes? Belt? I want to dress it down, so I don’t know if heels would be an option. Also, please suggest tights or knee high socks I could wear with it, because my legs got attacked by mosquito bites recently! Also, is it necessary for me to wear a belt with this? Because it’s got ties attached to it (picture three).

Pictures and links are much appreciated!

Ps: You can still suggest heels if you’d think those would look best with this dress.
Pps: Thank you!

MAY-JOR.

i think the dress is a no-no.

but if your wearing that
then the only thing that could compliment the dress would be
a necalace[pink] and a small little tiny bow.

then for shoes, definatly steletos.

your welcome.

but the main thing would be to wear another dress.
