I would think you would have to or you wouldnt be a TRUE citizen of which ever one you didnt have to pay taxes in.

Taxes are payable in the Country that you declare official residency. Residency is not to be confused with Citizenship. A person may be a dual citizen of Canada and USa (there are many thousand of those) but has been raised and lives in Canada. Thus that person pays only Canadian taxes. Once you live in the either Country beyond a certain period of time (I think in excess 180 consecutive days) you default as a “resident” of that Country and are subject to their tax system. Citizenry is one issue, but for taxes in where you officially reside. Im not tax expert so this was my understanding only.
