There is this crazy lady.

There is a seriously crazy lady living in the apartments i live in and she stands outside and sings christmas songs and makes animal noises and stuff like that. The problem that i have is what do i do? She lives with her husband, but he seems almost as crazy and he doesnt seem to take care of her. I see her sitting outside for hours doing this singing etc. and I dont want anything bad to happen to her but what do i do. She probably needs to go into some home but im not a relative or anything so what do i do?

If you can’t talk to a relative or a friend of hers then the only person who you may be able to get to help her would be the apartment management. Is there any possibility of that?

Have you tried talking to her? Maybe she is not crazy, maybe she enjoys sitting outside singing. She may be able to take care of herself just fine and not need to be in a home.

But if she is unable to care for herself or her husband can’t take care of her, I would call your local social service department and ask them how you would make a report.
