the answer is 1 inch

the measurement is 10 inches. One of the digits in the number is a zero, which serves only as a place holder, the other is the value.

If the measurement was 10.0 then you would say the precision was .1 inches.

A simple way of interpreting the rules (and remembering them) is to imagine you’re giving someone directions:

“it’s 3 miles to my house” means they should go more than 2 miles and less than 4 miles. you gave them the measurement with a precision of plus or minus a mile.

“its 03 miles to my house” is dumb! the leading zero is meaningless!

“it’s 3.1 miles to my house” means someone should go more than 3.0 miles but less than 3.2 miles. you gave them the measurement with a precision of plus or minus a tenth of a mile
