Need a moderator to help get a friend back on to this site…

computer was used by someone who got banned, and now the owner of the computer who has never been on this site, cannot get on… is there a way to unban this puters IP? This is a personal nature, so please give me a shout and we can talk then. THANK YOU!!!!
