Spitzer’s probe, federal and state investigators are looking into PayPal’s practice of freezing customer accounts while it investigates suspicious transactions, a practice that has generated complaints to consumer-protection authorities, the online auctioneer said in its annual report.

PayPal Holds $1,000 From New Account http://paypalcomplaints.org/paypal-ho… It’s now 4 days later and 10 calls to PayPal and my account is still limited. There is no justification for this at all. I’ve called them so many times to ask why they won’t let me have my money when I’ve given them all the docs they required. They just keep telling me it will take up to another 72 hours, this is 4 days later.

Who is the regulator for PayPal and how do I make a serious complaint about this? I desperately need my money and they refuse to release it to me even though they have everything they have asked for from me.

PayPal Holding Money For No Reason http://paypalcomplaints.org/paypal-ho…
So I ended up having to use my already limited money to pay for the shipping, and now I am in a bigger pickle than before.
So you basically have to be a Power Seller if you do not want to be treated like some kind of shady criminal. This seems quite unreasonable to me. Instead of taking into consideration the above stated positive factors regarding my accounts with Ebay and PayPal, they choose to single out something I never dreamed would be counted as a negative- the fact that I don’t have 100 positive feedback ratings, but only 14.

Ripped Off By Ebay Seller- PayPal Was No Help http://paypalcomplaints.org/ripped-of…

Upon sending 2 emails to PayPal they responded saying that they could not help me out as i didnt open a dispute withing the 45 day limit, which i was only 5 days late, if they are an international trading company they should at least have a bigger window period to assist their customers and not just disregard them and now i find that the seller is no longer registered with E-bay and that hes items are no longer there. I even contacted Ebay and no response from them, all their rules say contact the seller. I have been ripped off both by E-bay and Paypal, and i just urge anyone to think twice before doing business with them, as they are unable to assist with queries.

PayPal Buyer Protection vs PayPal Buyer Complaint Process
http://thebrewsnews.com/2009/05/04/pa…

Beginning April 8, 2009 buyers who use PayPal for an internet purchase and have a problem with their transaction are being treated very differently now depending on WHERE they purchased the item. Buyers who use PayPal for their eBay purchase will be covered quite extensively no matter how they funded their purchase.

Hi Folks, Dont forget us sellers get ripped off too by buyers. I sold an article on Ebay, sent it by ordinary post, kept the docket showing the post cost plus the Postcode but not the actual address. After a few weeks the seller says he didnt receive it, Claims on Paypal, and asks me for a refund. Paypal take his paymeny out of my account and ask for proof of sending. I produce a statutory Declaration witnessed by the Postmaster where I posted, staying that a 17 kilo parcel was posted to that postcode. Put in a postal complaint for a lost article, Aust Post advised me that they only search the dead letter office and dont ask at Post Offices involved or the mail contractors who might have delivered the parcel, whether they could remember seeing it. A 17 kilo parcel is a bit heavy not to remember. I provided all this info to paypal, plus the fact that my feedback was 100% for 1400 transactions and the buyers was 100% for 40 transactions, and they had at least one feedback for mail non delivery. Paypal decided in buyers favour and I lost the item plus the funds. It seems a bit unfair when a 3rd party loses the item but one party is made to suffer the whole loss. I think it would be fairer if the loss was at least shared. There is no evidence required from the buyer that he did not really receive the parcel, it is just his word. It was up to me to prove I sent it. This whole system means that parcels must be registered for proof of posting, the buyer will have to pay more for delivery, and Ebay will be critical that a seller charges unreasonable postage costs. It also meansd that Paypal is contributing to increasing Post Office revenue by insisting on proof of purchase, and the Post office insurance is being covered by Paypal’s system to the detriment of sellers. Without sellers there will be no good things on Ebay, so their policy of being biassed towards buyers may in fact blow up in their faces and bank balance in time to come. On a more legal side, the transaction is between 2 party’s, the buyer and seller, and it is a civil matter if there is a problem between them. If I have a problem with an article at woolworths, my bank does not get involved, I must go through legal channels to seek redress if negotiation fails. But in Paypals case they are setting themselves up as judge and jury in transactions they are not actually party to, and have no qualifications to carry out that function. But we have to accept it as is is the rules we have to play by if we want to use their system, and are basically forced to if we want to use Ebay. I am thankful this was my first problem, I hope the last, but I wont hold my breath. Regards Gungadin
