dell laptop to tv?

my dell laptop has like an s video tv link out socket on the side but when i linked it to my tv with an s video cable, it was all in black and white? so i bought a vga to scart to link to my tv but cant seem to get any picture….? is there a setting to switch that output on? any other ideas? thanks
