Why can’t I change my avatar on this site?

I’ve attempted to upload the photo in several different formats, and even optimized the resolution so that when it got resized it would already be good to go. Is this something that would need to get checked by an Admin first before it would take effect?

It is part of the site that is broken, im afraid. Dont count on it getting fixed!
