No you are not at fault… well maybe you are. There is a simple solution dump the girlfriend who lets other guys do things whe will not let you do. The reason you made her your girlfriend was so you could do things to her that she would not allow other guys to do. Right? She is in effect letting this guy have more privelidges with her body than her boyfriend has.

It seems to me like she could be doing it unintentionally,but he might be doing it deliberately to annoy you,so that you’ll break up and he’ll have a chance.just talk to her about it,surely she’ll understand ,and if not,then shes doing it intentionally to cause this tension so you’ll break up.
