I have never heard that phrase before, and Google didn’t seem to come up with anything so >.>

Clearly this means it does not exist. Whoever you heard say it is losing their mind or something…

it could mean : school wisdom. meaning theoretical, without any practical experience.

as in opposed to ’street smart’

My personal interpretation of the phrase is knowing how to stay, or at least appear busy at your desk. I immediately thought of the expression: “The devil finds work for idle hands.”
