ok, so theres this guy named noah who i am totally in love with, well i like him.

but the thing is he has a girlfriend and shes sorta my friend, but we dont have that tight of a relationship, would it be wrong to date him if SHE dumped him? and what if HE dumped her? and is it ok to flirt with him a little while there dating?

You can date whomever you like as long as they are single :)
It’s common courtesy to inform your friend if you do date their ex though.
But they cannot control how you feel, and who you fall for.

However, if they are in a relationship, please don’t do anything that may sabotage it.
Many people try so hard to keep their relationship going.
Try not to interfere in their decisions. :)

If she is truely your friend, it should not matter if you two decide to date or not after their relationship. Doesn’t matter who ended it, its over and a new chapter begins for the both of them.
As for the flirting while being together, let me ask you something. How would you feel if you and him were dating and you saw someone flirting with him? Do to others what you would want done to you.
