Depends on if it is a cell-phone linked bill or a landline bill, and on whether or not the site said it was charging you.

They can for sure if you use a dial-up connection. If you have any sort of always-on connection, I doubt your ISP would make it convenient to bill you for accessing information without using an autodial redirect, but it might be possible.
