What does the emotion ” :3 ” mean?

okay my friend is in LOVE with this face. he adds this face at the end of like EVERY text he sends me.

For clarification, it’s this face

i’m not annoyed by it or anything but i would love to know what it means. i asked him but he says it’s sort of hard to explain so he can’t.

and cjb i don’t think it’s flirty. I’m a DUDE. And I know for a fact that my friend is straight. He had a girlfriend for 5 years straight now and i’ve known him since 2nd grade. I think he would tell me if he’s gay or not.

The “:3″ face for me symbolizes cuteness. It also means that your innocent by showing off this cute face. That’s what I think, cause I might be wrong.
