Dog training trouble again!

Can anyone give me training tips on how to stop my pup from barking and pulling every time she sees another dog? Sometimes kids too! She is excited and friendly and wants to play, but it comes off as aggressive.

The advice I have been given was to say “No!” and give her a tug and keep walking. I have also been told to stop walking and not to move again until she comes back to me and calms down. Neither of these seems to have an effect and I feel I have been quite consistent!
