seeing is believing: you see it and you belive it.
believing is seeing: you belive it even if you don’t see it, but if you belive it you will see it

That’s a good question. The difference is that “seeing is believing” means that the you believe something because, and only because, you saw it. For exmample when people say “I’ll believe it when I see it”. The phrase “believing is seeing” means that sometimes people believe something so strongly that they see it happen in life. Meaning if someone spends all his time thinking about how people are mean, then he’ll walk on the street and notice all the mean things people do and even if they’re not being mean, he’ll percieve it as them being mean. Get it?
