Help needed with Electrical Engineering Project.(Fan control & PC interfacing)

Hi, Im an Electrical Engineering student and this semester we have to design our own project, I decided to make an Automated Computer fan control system for a PC, and i also want to integrate it with a Visual Basic program to control the fan speeds via the PC. A PIC would be the desired device to use, but I may not use it in this project, therefor I’m placed in a difficult position and I need some ideas and help regarding this.
I want to use 2 or 3 temperature sensors, and 3 PC fan’s with PWM’s. Somehow i need to link all this together and then it must communicate to the PC via USB, RS 232 or parallel port.

Does anyone have a solution for me or any tips/ ideas?
I would really appreciate it.
