I can’t get my Oblivion expansions to work.

I have the Oblivion game of the year addition. I installed the expansions that came with it but it wont let me play them. They don’t show up on the downloaded content in the Oblivion menu, but they do show up in my system memory. Do I need xbox live to play them??

Im pretty sure if you buy the expansion you need live to download them, you have them on the memory but you need to download.
