How has terrorism impacted the USA (as well as other countries) since 9/11 and what steps has the government taken to prevent future acts of terrorism?

Does captial punishment have a negative or positive impact on society and criminal behavior? Does the death penalty serve as a deterrent? Wherein is it a deterrent? You could make arguments in favor or against the death penalty.
