I need help…

everywhere I try to go for information is a dead end. I live in California and got laid off last year, I am a single mother and need my unemployment benefits. After a year of trying to find a job and getting fed up with no response, I decided I want to start my own business. I will be a sole proprietor. I have to get a city license and I am worried that if EDD finds out they will cut off my benfits completely. I feel I need time to build my clientele. Does anyone know about California EDD laws?
