im really confused with this remedial math problem.

operations on fractions
here is one example of the problems i am doing: 11/15 (plus) 7/9 (divided by) (14/3) (2/3)

my first instinct is to do pemdas (parenthesis exponents multiplication division addition and subtraction) and to multiply the two fractions in the parenthesis. but my instructor said i should divide first instead of following pemdas but he never gave an explanation. i am really confused was he right or was i?
