You cannot.
Unfortunately this mobile phone (for a cheap price, no?) was bought TOGETHER with a plan from the mobile phone provider. Such a plan works for at least 1 up to 2 years — called “sim blocked”. Only after that time you can insert an OTHER SIM card.

You can google for: unblock “SIM card”
maybe you’ll find a way out …
