Sometimes. Sometimes not. But even if they are law officers, they may not have arrest powers.

Generally no, dispatchers are usually civilian staff.

Well, ‘abusing’ 911 isn’t necessarily an offence. If someone did commit an offence, a police officer would deal with it.

There are countless stories about people calling the emergency services to say things like ‘my wife forgot to make my sandwiches’ - I doubt they all get arrested!
