I believe there is a Netflix app for iPad/Iphone/Ipod Touch/etc.-iOS devices.

If you only rip the DVD to you ipad for personal use, I think it’s legal.

And you can use Longo DVD Ripper from http://www.longodvd.com to rip DVDs to iPad easily, then transfer the ripped files to your iPad, since iPad can’t recognize DVD files.
