usually it is because you have too many things on your mind and you cannot concentrate. so try relaxing and listening to some classical music while saying out loud ‘’i will own this homework. i will finish it like a pro!'’

motivate yourself !! or just solve the problems you have on your mind before beggining your homework :P

dont see it as a chore, see it as a path to your future. work to your fullest, try to not have any distractions around you, and focus on what your doing.
