Most likely no, but it depends on your plan. When you access a website you are still downloading data packets. Your carrier may charge for these packets especially if you go over your allowed amount in that billing cycle.

Most likely yes, because if you connect properly to your own home WiFi network the BlackBerry plan (concerning the internet connection) is out of order.
(An exception might be the Facebook connection which will be charged.)
