Was Title IX of the Education Amendments of 1972 made to eliminate the Civil Rights Act of 1964?

I’m writing my History essay about Title IX of the Education Amendments of 1972 at the moment. My teacher told me that Title IX was made to cancel out the Civil Rights Act of 1964, that Congress believed that no one would want this to be passed (because it promotes gender equality), and then it would lead people to question the Civil Rights Act and what it stands for. However, I can’t find any book, website, article, etc. that says this is true.
So was Title IX of the Education Amendments of 1972 made to cancel out/eliminate the Civil Rights Act of 1964? If so, I’d really appreciate it if you could also include the source from which you received this information in your answer(s).
Thank you!!
