My neighbor lets her dog out to wonder, which I am sure is illegal in Illinois.

There are lease laws. The dog often wanders to our backyard to urine and have bowl movements. When I yelled at the dog to get it off my property it started to bark at me. This is not the first time this has happened. What should I do to fix this problem?
