How old are you? If you are a teenager your father shouldn’t have told you that, because you really can’t do anything about it.
If you are an adult (more or less) then you can try talking to her about it. It depends on how much she actually drinks and smokes and if she’s even capable of listening to you anymore. Maybe you and your father could sit her down one evening and talk seriously about it.

my mom had alcohol problems too, and no matter what we told her, she continued. not because she wanted to, but she couldnt stop. one night she was drunk and crying, and asked us to take her to the hospital. she never drunk alcohol since that night. i dont think your mom is an alcoholic, but if thats the case, you should talk about going to the hospital.
if you can talk about the problem with your mom, if its not that serious, maybe she would stop or “slow down”.
it’d be better you to talk to her. you’re her son, she would be sorry.

At your age you can only do so much. Most parents just smile and nod at their teenage kids and there’s a high possibility that she’ll only tell you your father is exaggerating so you’ll calm down.
You can talk to your father about it and maybe brainstorm with him, but talking to your mother about it will probably do nothing. You can try, but don’t be too disappointed if nothing happens. Your mother might need help, but your father can’t expect you to do it when he couldn’t.
