It’s your civil obligation to report such matter to the police.

Depending on where you live you may even get in trouble. Some (read - many) countries have a law that requires you to report any illegal action or trouble you witness to the police; failure to do so is a crime.

Omegle users are anonymous. No way to detect them.
And, I guess, it’s anyway a fake, because hanged ones cannot type anymore …
