Facebook accounts are not really deactivated. If you (or someone else) enter your email and password, it is back up.

You can either DEACTIVATE TEMPORARILY or PERMANENTLY DELETE your Facebook account.

Facebook waits 14 days to permanently delete your Facebook account in order to give you time to reconsider. If you change your mind simply log in to your Facebook account and it will prompt you if you wish to undo the process.
