For individuals, the world record time kayaking 1000 meters is 3:22.
Individual rowing world record for 2000 meters is 6:33.

Hypothetically, if the kayak went 3:22 and 3:22 again over 2000 meters, it would be 6:44. So, apparently it is rowing.

“Hypothetically” does not take tiredness into account, 3:22 on 1000m might end pretty close to 7:00 on 2000m. Conversely, the 6:33 sculler would be pretty close to 3:00-3:05 if he only had a 1000m to go. You don’t manage your effort the same way if you know you have double the distance ahead of you ;)

my hypothetical scenario intentionally presents an unrealistic best-case scenario for the kayak. the rowing time is STILL faster. therefore, i concluded that rowing is faster.
