When I start up my computer, I get a screen that says “Windows did not shut down successfully”.

Then it goes into this Troubleshooter mode that scans and finds nothing wrong. What is causing that?

Your Windows installation has become corrupted. You may be able to repair it if you have the original install disk. It should only repair (or basically replace) damaged files it finds in the OS, leaving untouched programs and files you have added since then.
If this is a recent occurrence try the goback feature to take the OS back in time to when it was working well. It is unlikely a virus or malware but if you have programs installed to check for both run a full scan of your hard drive.
