could it be the water?

Possibly.
Likely its the soap.
Try some after shower lotions or moisterizers would help.

Right, but the combination of everything.
And also the towels that they are providing. Are you using your own towels?
I do alot of traveling and I always bring my own soap and body wash. And my skin occasionally get itchy when im in different hotels and places.

If it is the water, theres nothing you can do about it.

my own towels and everything:( I think it may be the water and i think my best option is to wash my entire body but not my face!
