Harddrive Enclosure Help- Recently, one of my computers died on me.

I checked into it and there was no problem with the hard drive, but it contained files that i need, such as music and pictures from family vacation over the summer. I got advice from a friend, and they suggested a harddrive enclosure, to get it to work through USB port. When it came, the directions werent very clear, but the idea is pretty basic and i figured it out myself. But when i hooked it up to my new computer, the portable hard drive couldnt be found, even though it was powered. I have windows vista on my computer, and i figured this fact may have created a problem. So i attempted to get the information to my other older computer, which uses XP. When i plugged it in via USB, I encountered the same problem, but the hard drive didnt even seem to be powered. I just need help in general about another method or an improvement to the one i used to save the data from my old harddrive.
