Where can I find good information about how the governmet uses computers and other types of information technology.

I’m talking about applications, full systems, networks and stuf like that. By agency would be great.

Have you thought about visiting the individual agency Web sites to look for the info? Or you could go to a site that collects the info in one place, like Government IT Wiki at http://www.govitwiki.com. there are also several government computer magazines which would probably turn up in a Web search. try terms like government information technology.
