You could design and print your own flyers and deliver them to all the businesses you can find. Advertise in newspapers that give free advertising. Join usergroups and forums on the internet. Do whatever it takes to advertise your business.

I do it all the time, some times with a good responce, sometimes not, just hang in there. The more effort you put in the more responce you will get.
